This is about a year late, but generally CentOS is a better "free" replacement for RHE.

I've seen instances where there were bad ports on switches...are there computers plugged into the switch that you know work that you can try plugging into those ports?

In my experience, MySQL offers the best performance out of all that you mentioned. Like, Connie said, stay away from Access as it's most often the cause of shoddy site performance.

We have a client on another Linux only host (before signing on at HMS) and the client is limited to 500 emails per day. They are also having problems - browser hangs stopping the process, etc.

htpasswd on Linux makes it easy to quickly secure directories. You can request password protection on folders for accounts on Windows machines too.
