In my experience, MySQL offers the best performance out of all that you mentioned. Like, Connie said, stay away from Access as it's most often the cause of shoddy site performance.

htpasswd on Linux makes it easy to quickly secure directories. You can request password protection on folders for accounts on Windows machines too.
