I don't know who but one of my VPS neighbors is hogging all the CPU time. its staying constant between 50 and 70 %. This is on a Duel Quad Core machine! Would someone mind telling me what he is doing that needs all the CPU time? My IP is 76.12.88.81

Virtuozzo guarantees a minimum amount of resources to each VE, and if there are unused resources it will let the VEs exceed their limits. In theory, as soon as the resources are needed by another VE, it will cap the one going over so you have your guarantee.
