Yes and no. An IP address represents a network, whether that be only one computer and one person, or multiple computers with many people. For example, if you work in an office of 25 people, it is likely that you would share an internet connection with one public (visible to the rest of the internet) IP address. If any of those 25 users sent an email from that local area network (the office), it would display the same IP address.

The other extreme is someone who has broadband internet and only one computer in their house. They have the computer directly connected to the modem, in which case all traffic from that IP would represent that computer and only that computer.

The truth is most people are using a shared IP, so the person is likely not lying. Try using an IP locator, like this one: http://www.geobytes.com/IpLocator.htm to find out if it is a home or business.

Are you just responding back to the email addresses it was sent from? It's possible that they were both spoofed from someone somewhere else. The IP locator may give you more information as well.
