Can I be notified somehow, preferably by email, if an FTP user (other than me) uploads a file to our webserver?

Normally user files are uploaded to our webserver via a ColdFusion web form, which emails us and the user, but yesterday we had a user with two different non-obvious tech issues* and gave her an FTP login while we figured them out. Now I worry she may upload something and not let us know it's there, and time is somewhat critical to our business.

* First the server would not accept her file because its name had two or more consecutive periods (..) in it, then she tried uploading a whole folder via one file-field by manually editing the text in the Browse box to the folder name.

Which is a bit more complex than what you're trying to do, however if you hack down the script to simply watch and notify you of new file creation then use a cfmail tag to send the message to you.

Oh, I should have clarified - Support can do this for you since we do allow event gateways; you just have to let them know what to configure and make certain it doesn't tax the server.
