Windows and FTP... The Saga Continues

I read this similar thread here http://forums.hostmysite.com/viewtopic.php?t=2407 but it did not quite fully address my particular issue. Let me explain.

I started using the Windows FTP and found it to be ridiculous. I have used PabloSoft FTP server for years without problems. So now I want to go back to it instead of Windows FTP. However something is not allowing me to connect. I have disabled (stopped) Windows FTP thinking that would be enough. Do I have to uninstall the service in order to use port 21? Is windows FTP still stopping my attempt? The PabloSoft FTP program is showing that a connection attempt was made but I keep getting a User not logged in, Username / Password is incorrect. I have tripple checked the usernames and passwords but no luck. Any ideas?

If there aren't any active sites, it shouldn't be blocking anything. You can confirm this by running:
start | run | cmd
netstat -naob|find ":21" > netstat.txt

Open up the netstat.txt and paste what you see if you're unsure.

OK, let's see where we are now. I did what you sugested and here are the results.

TCP - 0.0.0.0:21 - 0.0.0.0:0 - LISTENING - 104816


I had HMS remove MSFTP from the server. and I am still not getting into the server.

This is really bizzar to me. I use This FTP program for two other servers and have for years so I am certain it's not bad software. I suppose there can be a conflict somewhere. So far the only thing installed on the server is Smartertools and the default stuff that comes with a VPS+

I do not have a domain set up yet and am only testing it using the IP address, which should work fine.

Do you know of anything that I can try for testing than might help to figure out where the problem is.
