You will actually need an FTP program to do that. The Control Panel does not have a built-in FTP program. If you don't have an FTP program, you can use Internet Explorer as your FTP program by typing the following into your Address Bar:

ftp://username:password@domain.com

Where username is your Hosting username, password is your Hosting password, and domain.com is either your domain name or your IP address.

If you want an actual FTP program (recommended), there are several available that you can download free of charge, such as SmartFTP (www.smartftp.com).
