I am trying to create a website that allows a user to come to the site and log in or register, then when logged in they can search for a drivers license number and then if they want they can enter a drivers license number with information about that id so the next time that user or any other users log in they will see that information and it would be really nice if the one that entered the id can remove it or change it. I tried joomla and could not even figure out how to get around it and I have used DNN before in the past so a solution using that would be great, but I am not picky I just want this to work

Joomla is a content management system. I doubt it's the right thing you're looking for.
Besides, why should someone post his drivers license number on a web site?
In Germany it would be illegal to collect such personal data - and it may be similar in other countries.

Technically you will have to code the web site on your own.
You'll need a webserver + application server, a database (let's say a hosting plan) and coding skills, either ColdFusion or PHP.

That sort of application will definitely require custom coding. You will also need to make use of either the shared ssl that comes with your plan, or purchase a dedicated ssl cert. Collecting Driver license numbers and the like shouldn't be collected insecurely. You should also encrypt the any of that information that gets written to a database.

In short- be careful. Hire a professional coder if possible. You're not going to find any development software (such as dreamweaver) that will allow you to create sort of application easily.

All I am going to say is if you want it done right, you have to do it yourself. Don't expect any in a box systems to get the job done. Either hire a programmer to make it function in the way you want. Or learn .NET and MySQL and them code it yourself.
