Although I have not tried it ASP.NET Web Matrix is a WYSIWYG style editor with some other useful tools built in.

This is a good freeware editor for HTML, ASP, and PHP. It is available in several language environments such as Spanish, Polish, Dutch, British, and Italian.

ASP.NET WebMatrix program is a great program to use. There is also the new Visual Studio Express programs that you can use as well.

Personally I'd use VSE before WebMatrix. I have used webmatrix and think it's a POS. I'd rather use Notepad (which, if I can mention, I like)

I second this one. It's free, lightweight, and quick. I would like color coding, but I can live without it. |

If that's the case then there's always Metapad or Notepad++ (http://blogs.msdn.com/powertoys/archive/2004/09/28/235517.aspx), and even Notepad 2 (http://www.flos-freeware.ch/notepad2.html). Of those my preference is Notepad++.
