The best forums IMHO is phpbb and snitz.

The easiest way to create a forum that I can recommend you is phpbb.

If you haven't got much time, and want to see what the new phpbb3 can offer, just try it out on this host : create forum

I'm not an advocate of Snitz - the modules that everyone seems to love are basically inline hacks, so if you are attempting to take over a Snitz forum from a previous webmaster then it's a nightmare to figure out what is going on.
