(this is not a Win98 argument this is a WinXP SP2 argument)

Because by removing explorer you remove the ability for ActiveX to run. That right there removes almost every exploit known to the OS. They're taking great measures to fix the buffer overrun/underrun problems (most of which, if not all (I can't remember), have been cleared up by SP2).

Mind you, I didn't say ALL... I said MOST. Even Linux/FF has flaws, even if it is just the fact that it's operated by a person and people can be persueded to do things by some clever social engineering.
