if I have a feed like the one below, and I only wanted the 2nd and 3rd items (because they contain the "Bush" in the title, how would I go about doing that?

You might try http://www.rss-specifications.com/rss-directory.htm (a directory)

Or, if you know which websites have the content you're looking for, the new Internet Explorer 7 makes it a snap to pick and choose. There is an icon on the right side of its tabbed browsing part which will 'glow' if you're on a RSS website (it will glow provided the webmaster inserted a small piece of code). Just click it and it will show you all the RSS feeds that website has... then from that list just pick your topic.

Unfortunately, my 'paste' of the instructions below doesn't show what the icons look like... although you can see them if you'll click the "Learn more about feeds" once you're looking at a website's RSS feed list.

To subscribe to a feed
Go to the webpage that has the feed to which you want to subscribe.
Click the Feeds button to discover feeds on the webpage.
Click a feed (if more than one is available). If only one feed is available, you will go directly to that page.
Click the Subscribe to this Feed button , and then click Subscribe to this Feed.
Type a name for the feed and select the folder to create the feed in.
Click Subscribe.
To view your subscribed feeds, click the Favorites Center button , and then click Feeds.

To serve as an example, I've got seven (7) RSS feeds on my website (below). The problem with this method is that you first need to know which websites have the topics you're interested in.

Or, you might try Google alerts (or Yahoo alerts). Just pick the subject matter and once a day you'll get a list of links to the related news items. Google also searches blogs for that info. It's free.
